This specification addresses the problem of the handling of the Universal Character Set (UCS) defined in ISO/IEC 10646-1 by historical operating systems and utilities. In particular, it defines how data may be represented within the file system by specifying a UCS Transformation Format that is 'file-system-safe' compatible with UNIX systems, and supports multi-lingual text in a single encoding. This Transformation Format was developed by the Joint Internationalization Group (JIG) and subsequently adopted by ISO, under the designation UTF-8, as a normative Annex to ISO/IEC 10646-1. An equivalent definition is contained in IETF RFC 2044.
